The Chairperson of the National Commission for Civic Education (NCCE), Kathleen Addy, is calling on Ghana’s 261 Metropolitan, Municipal, and District Assemblies (MMDAs) to actively reach out to their citizens living abroad
and encourage them to give back to the hometowns that raised them.Speaking at the launch of the new Community Partners’ Fund (CPF) under the District Assemblies Common Fund (DACF), Ms Addy stressed that development in Ghana should not be left to the government alone.“
Development is a shared responsibility,” she said. Every Ghanaian, whether at home or abroad, has a role to play in building our communities.”The new Community Partners’ Fund is designed to create a transparent, credible, and nationally backed platform where individuals, businesses, and especially Ghanaians in the diaspora can directly contribute to local development projects.
Ms Addy praised the initiative, describing it as a smart way to support government efforts and make the district assemblies stronger and more self-reliant. However, she warned that the money which she called “the sweat of the people” must be used wisely. She also urged the DACF to remain fully transparent so that more people feel confident contributing.What is the Community Partners’ Fund
The fund acts as a community-driven financing tool that allows ordinary citizens, corporate organisations, and the Ghanaian diaspora to support specific development projects in their districts or hometowns.It is meant to speed up grassroots development across the country and give people a direct say in how their contributions are used.
The Administrator of the District Assemblies Common Fund, Michael Harry Yamson, who officially launched the fund, explained that it will serve as an extra source of money on top of the existing 5% share of national revenue allocated to districts under Article 252 of the 1992 Constitution.He added that contributions to the fund will be tax-deductible, approved by the Ghana Revenue Authority, and contributors will receive official certificates as proof of their donations.
