Ghana’s High Commissioner to the United Kingdom Sabah Zita Benson has confirmed that the diplomatic mission will proceed with the mandatory verification and oath taking exercise for all state sponsored PhD students.
The firm decision comes despite strong opposition from student leaders who described the mandatory exercise as unnecessary and unfair.
Student executives issued an official statement on Friday August 7 2026 expressing deep frustration over the new requirement.
They argued that beneficiaries already signed legal bond forms agreeing to return home within two months after finishing their studies.
The student body also raised urgent concerns about unpaid tuition and monthly stipends owed to several members.
They questioned why government is demanding fresh oaths when previous financial promises remain unfulfilled.
However High Commissioner Zita Benson insists that the state must protect public funds and enforce strict legal accountability.
She reminded scholars that their signed bonds explicitly require full compliance with rules set by the Ghana Scholarships Authority.
Addressing demands for automatic job placement, the High Commissioner stated that the government holds no contractual duty to guarantee jobs upon return.
She stressed that students cannot impose fresh conditions on the state after benefiting from public funding.
Under Section 31 of the Ghana Scholarships Authority Act 2025 Act 1149, students must subscribe to an Oath of Affirmation before designated diplomatic officers.
The High Commission confirmed that the month long validation exercise will take place as scheduled across the UK to ensure total compliance.
