UTAG Demands Action on University Allowances by June 30 or Face Nationwide Strike

The national academic framework governing public tertiary institutions faces an imminent structural disruption. The National Executive Council of the University Teachers Association of Ghana has issued a firm ultimatum to the state administration, demanding the full resolution of outstanding service conditions by June 30 2026.

Finalized during a statutory council meeting at the University of Health and Allied Sciences in Ho, the association warned that a persistent failure to execute finalized agreements will force widespread industrial action across all public campuses.

The impending labor dispute highlights a deep breakdown in the collective bargaining process between organized labor and state financial managers. UTAG is deeply frustrated by the government’s refusal to sign the finalized Interim Salary Adjustment Agreement, which was designed to offer temporary financial relief before the Independent Emoluments Commission introduces a comprehensive salary structure in January 2027.

Logic dictates that you cannot comfortably expect world-class research and smooth university operations if lecturers must consistently beg for agreed allowances. The administrative bottleneck extends far beyond basic salaries.

Serious delays by the Ghana Tertiary Education Commission and the Controller and Accountant General’s Department regarding post-retirement contract renewals and payroll placements are severely disrupting university staffing levels. Furthermore, the state has failed to disburse the government component of the Online Teaching Support Allowance for Research Fellows and Academic Librarians.

This combines with unpaid institutional allowance components at the University of Environment and Sustainable Development, unresolved salary arrears at the University of Media, Arts and Communication, widespread promotion arrears, and heavy delays in processing the 2026 Book and Research Allowance.

Hoping that public universities will remain peaceful and functional while vital research allowances and signed salary adjustments sit forgotten in state offices is an absolute logical failure. While state financiers might cite macroeconomic constraints, ignoring finalized agreements inevitably destroys trust.

True industrial harmony relies on fulfilling past commitments. By establishing this clear June 30 2026 deadline, UTAG is using straightforward logic to protect the welfare of its members, forcing the state to take immediate, practical action to secure the future of higher education.
