Ghana and Canada have signed a Letter of Intent to strengthen bilateral relations and expand cooperation in trade, education, infrastructure, security and other important sectors.
The document was signed in Ottawa on Monday, October 26, 2026, by Ghana’s Minister for Foreign Affairs, Samuel Okudzeto Ablakwa, and Canada’s Minister of Foreign Affairs, Anita Anand, during an official visit to Canada.
The agreement outlines areas in which the two countries intend to deepen their partnership and explore new opportunities for economic growth, investment and development.
Key Areas of Cooperation
The proposed cooperation covers several sectors, including aviation, railway development, trade facilitation, agribusiness, mining, renewable energy, artificial intelligence and counterterrorism.
The two countries also plan to explore negotiations towards a defence agreement to strengthen cooperation on security matters.
The initiative is intended to create a framework for further discussions, knowledge sharing and investment opportunities. Specific projects and implementation arrangements will depend on subsequent agreements between the two governments.
Scholarships and Employment Opportunities
Education and employment were also among the issues discussed by the two foreign affairs ministers.
According to Mr Ablakwa, Ghana and Canada are exploring opportunities to expand scholarship programmes and develop structured labour mobility pathways.
If successfully developed, these initiatives could provide eligible Ghanaians with additional opportunities for education, professional training and employment.
However, details concerning scholarship applications, eligibility requirements and potential employment programmes have not yet been fully announced. Further information will be needed before prospective applicants can determine how to benefit from the proposed arrangements.
Ghana and Canada Discuss Global Security
The discussions also covered regional security concerns and international challenges.
According to Mr Ablakwa, the two countries discussed the humanitarian crisis in Sudan, instability in Haiti and efforts to combat violent extremism in the Sahel.
Other issues included reform of the United Nations, climate justice and changes to the global financial system.
The discussions reflect the two countries’ interest in strengthening diplomatic engagement and working together on regional and international issues.
Ghana and Canada Mark 70 Years of Diplomatic Relations in 2027
The agreement comes ahead of the 70th anniversary of diplomatic relations between Ghana and Canada in 2027.
The two countries have maintained diplomatic and trade relations for decades. According to Global Affairs Canada, bilateral merchandise trade between Ghana and Canada was valued at approximately 752 million Canadian dollars in 2025.
Mr Ablakwa said the renewed partnership would be pursued in line with President John Dramani Mahama’s Reset Agenda and Canada’s Strategic Plan for Africa.
The signing of the Letter of Intent marks a step towards strengthening relations between the two countries. The practical impact of the agreement will depend on the specific programmes, projects and commitments developed following further discussions.
