Ghana and the United States are strengthening cooperation in technical and vocational education to equip young Ghanaians with practical, industry-relevant skills and improve their employment opportunities.

The proposed Ghana-US International Technical and Vocational Education and Training (TVET) Partnership Programme seeks to bridge the gap between classroom learning and the skills employers need in the workplace.

The initiative brings together the Ghana TVET Service, Hilltop Global Group, US community colleges and Ghanaian technical institutions to develop training programmes that respond to changing labour market demands. The partnership was launched on October 20, 2026.

The collaboration comes at a time when youth unemployment and the mismatch between educational qualifications and workplace requirements remain important concerns in Ghana.

Partnership to Strengthen Practical Skills

Chief Executive Officer of Hilltop Global Group, Phil S. Agbeko, said the partners would assess existing skills gaps within Ghana’s TVET system and develop a pilot programme covering selected trade areas.

The planned activities include curriculum development, instructor training, faculty exchanges, applied research and stronger collaboration between training institutions and industry.

The partnership is expected to draw on expertise from US specialists in fields such as aerospace engineering, software engineering, mechatronics and agricultural technology.

These areas offer opportunities to strengthen technical capacity and prepare trainees for workplaces that increasingly depend on modern equipment, digital technologies and specialised knowledge.

Industry to Help Shape Training

A major focus of the initiative is to ensure that technical and vocational education reflects the actual needs of employers.

Deputy Director of Assessment and Quality Assurance at the Ghana TVET Service, Veronica Manu Narterh, welcomed the partnership and highlighted the importance of closer cooperation between educational institutions and industry.

She indicated that employers must help identify the skills required in their sectors, expose instructors to current industrial practices and provide trainees with opportunities for practical experience.

Such collaboration could help graduates develop the competencies needed to operate and maintain modern equipment, improve productivity and establish their own businesses.

The partnership also plans to explore the use of digital tools to improve practical learning and strengthen the quality of technical instruction.

US Community Colleges to Share Expertise

Executive Director of Community Colleges for International Development, Dr Karen McBride, emphasised the importance of skills development as technology continues to transform the global job market.

She noted that educational institutions must prepare students with relevant practical skills that meet employers’ expectations, particularly as artificial intelligence and other emerging technologies change the nature of work.

US community colleges provide technical and career-focused education designed to meet workforce needs. Their experience is expected to contribute to discussions on curriculum development, teaching methods and industry-responsive training in Ghana.

Vice-Chancellor of Ho Technical University, Professor Ben Q. Honyenuga, also expressed the institution’s readiness to contribute its facilities, faculty and expertise to the proposed collaboration.

Promoting Inclusive Skills Development

The partnership is also expected to encourage wider access to technical training, including opportunities for women and persons with disabilities.

Stakeholders have called for training programmes that promote workplace safety, responsible resource use and proper waste management alongside technical competence.

These measures would help prepare graduates for changing industry standards while supporting more inclusive and sustainable economic development.

Can TVET Help Reduce Youth Unemployment?

Technical and vocational education can provide young people with pathways into formal employment, apprenticeships and self-employment. However, its impact will depend on the quality of training, access to modern equipment and the availability of opportunities to gain practical workplace experience.

The Ghana-US partnership aims to strengthen these connections by bringing training institutions and employers closer together.

If effectively implemented, the initiative could help young Ghanaians acquire skills that match industry needs, improve their competitiveness in the labour market and create opportunities for entrepreneurship.

The proposed programme represents another effort to position technical and vocational education as an important part of Ghana’s workforce development and industrial growth.
