The Majority Leader in Parliament has said that more than 300 fuel stations across Ghana are operating under the 1-3-3 shift system as part of the government’s 24-Hour Economy programme.
According to him, the development shows that the policy is moving beyond promises and beginning to take shape in the business sector.
The 1-3-3 model is designed to allow businesses and public institutions to operate around the clock through three eight-hour shifts. The arrangement is intended to extend operating hours, improve productivity and create additional employment opportunities.
The Majority Leader’s comments add to the government’s efforts to demonstrate progress in implementing the flagship economic policy.
Fuel stations among the early participants
The petroleum downstream sector has been identified as one of the first areas targeted for the programme.
In May 2026, the National Petroleum Authority (NPA), working with the 24-Hour Economy Secretariat and industry players, launched a pilot involving 268 fuel stations, eight depots and two refineries across selected regions.
The pilot was designed to test the multi-shift arrangement and improve the availability of petroleum products beyond conventional working hours. <Cite refs={[“turn278664search8″,”turn278664search0”]}/>
In October, the Secretariat’s Chief Programme Officer, Abdul-Nasser Suglo Alidu, also said that about 268 fuel stations were participating in the multi-shift arrangement, alongside 33 companies affiliated with the Association of Ghana Industries. <Cite refs={[“turn278664search2″,”turn278664search5”]}/>
The latest figure of more than 300 stations cited by the Majority Leader suggests an increase in participation, although the precise breakdown and number of stations currently operating under the system would require confirmation.
Government’s 24-Hour Economy agenda
The 24-Hour Economy programme is intended to encourage businesses, manufacturers and public institutions to operate in multiple shifts rather than limiting activities to traditional working hours.
The government says the policy will support job creation, increase production and strengthen Ghana’s economic activity.
However, its wider impact will depend on sustained participation by businesses, the availability of reliable electricity, effective security arrangements and the creation of decent working conditions for employees.
The Majority Leader maintains that the participation of more than 300 fuel stations is evidence that the 24-Hour Economy is working.
