What is the “Tactical Timeout” Rule?

For a long time, teams have used a smart (but annoying) trick. When a team is under pressure or the manager needs to change tactics, the goalkeeper will pretend to be hurt. The medical staff comes on, play stops, and all the outfield players run to the manager for instructions.

The new trial rule, approved by the International Football Association Board (IFAB), is designed to stop this. It will be tested across the Premier League, English Football League (EFL), Women’s Super League (WSL), and National League.

How Will It Work During a Match?

Here is the simple breakdown of what happens if a goalkeeper goes down and the physio is called onto the pitch:

1. The 10-Second Countdown: The team’s coach has exactly 10 seconds to choose one outfield player.
2. Leave the Pitch: The chosen player must leave the field.
3. The 60-Second Penalty: Once play restarts, that player must stay off the pitch for a full minute.
4. The Captain Rule: If the coach fails to pick a player within 10 seconds, the team captain is automatically forced to step off for the minute.

So, if a team wants to fake an injury to get a team talk, they will have to play with 10 men for 60 seconds! That is a massive risk.

Are There Any Exceptions?

You might be asking, “What if the goalkeeper is actually injured?” The rulemakers thought about this. The one-minute penalty will not happen if:

• The goalkeeper is fouled, and a free-kick is awarded.
• The goalie collides with another player.
• The goalkeeper is bleeding or suffers a serious injury like concussion.

If it’s a real injury, the goalie gets treated normally. If the goalie has to be substituted, the new keeper comes on straight away with no delay.
