Political discussions in town always bring fresh expectations when national leaders outline big visions for the future. President John Dramani Mahama recently shared a major governance update during a lively public gathering in Bolgatanga. This announcement formed part of his two day Resetting Ghana Tour across the Upper East Region.
Citizens gathered in their numbers for the Citizens Engagement session to hear what the administration has planned next. The President officially announced that the government will hold a national referendum alongside the 2027 District Assembly elections. Voters will therefore get the chance to decide on proposed amendments to the entrenched provisions of the 1992 Constitution.
Explaining the legal roadmap, the President stated that the government will soon inaugurate a Constitutional Review Implementation Committee. This team will study government position papers alongside reports from the Constitutional Review Commission to harmonise all recommendations. The committee will sort proposals into entrenched clauses and non-entrenched clauses for proper action.
Non-entrenched clauses require only parliamentary approval to pass into law through normal legislative voting. However, entrenched provisions demand a strict referendum process where at least 40 percent of registered voters must participate. Furthermore, 75 percent of those who cast their ballots must vote yes for the changes to succeed.
During the same tour, the Paramount Chief of the Kologo Traditional Area, Naba Clifford Abagna Tandegrewongrekugre Asobayire V, raised vital community needs. He appealed for a local road project and a new Senior High School. President Mahama responded swiftly by directing the Minister of Roads and Highways to handle the road construction and tasking the Minister of Education to establish the school.
